PGME Fellowships
Fellowships are post-residency educational experiences designed to meet learners’ specialized needs in clinical care and other areas of training. Fellowship programs provide additional training for individuals who have completed residency in Canada or equivalent training abroad, offering them further expertise in their specific discipline.

How to apply
Fellows are classified as either clinical fellows or AFC fellows. Fellowship training is subdivided into the following categories:
Area of Focused Competence (Diploma) Programs
These are formally accredited programs that provide training in a highly focused discipline of specialty medicine. They represent supplemental competencies that enhance the practice of physicians. The length of training is typically 1–2 years and is competency-based.
Clinical Fellowships
These are for individuals who have already completed sufficient training for specialty qualification in Canada or in a foreign country. The fellowship allows learners to acquire additional experience beyond their basic specialty requirements. This experience may involve specific subspecialty skills not included in their specialty’s core training, development of specialty skills for higher-risk or special populations or scholarly activity.

Canadian applicants
Eligibility for licensure as Clinical Fellows
In order to be considered for clinical fellowship training, applicants must be eligible for registration with the College of Physicians and Surgeons of Manitoba (CPSM) in an appropriate category.
The categories of registration that apply for graduates of Canadian programs include:
- Full Practice: for candidates who hold RCPS certification in their specialty
- Provisional Registration – Specialty Limited: for candidates who are exam-eligible to sit the RCPS exams but have not yet completed their RCPS certification
Note: Medical graduates apply for licensure with the CPSM only after they have been accepted for clinical fellowship training by the University.

Each department may have its own specialty and admission requirements in addition to the standard minimum eligibility requirements for individual fellowships.

Non-Canadian applicants
Eligibility for licensure as Clinical Fellows (non-Canadian)
In order to be considered for clinical fellowship training, applicants must be eligible for a certificate authorizing postgraduate education (an educational medical license) from the College of Physicians and Surgeons of Manitoba (CPSM), the body that regulates the practice of medicine in Manitoba.
There are three categories of registration with the CPSM that are applicable to internationally trained specialists wishing to do fellowship training in Manitoba:
- Provisional-Academic-Post Certification: this is the most common registration category for internationally trained fellows and allows practice within the context of the fellowship.
- Full Practice: this is available to internationally trained fellows who hold RCPS certification in their specialty.
- Regulated Associate Member-Educational: this category does not apply to all fellowships. Please consult with the fellowship program to confirm if this classification is sufficient for the fellowship.
For all of these categories, clinical fellows must be recognized as a medical specialist in the jurisdiction where the applicant has been practicing medicine prior to the clinical fellowship.
Please note that prospective fellows apply for CPSM educational licensure only after they have been accepted for clinical fellowship training by the University.

Application requirement
All international medical graduates are required to submit their documents for verification to their physiciansapply.ca account. Once conditionally accepted into a fellowship, applicants are required to share their documents with the University of Manitoba-PGME (UM) and CPSM for verification.
Internationally visa sponsored fellowship applicants
Internationally visa sponsored applicants do not apply directly to the fellowship program. Applicants must apply with their home sponsoring agency who will direct the applications to the PGME office.

Application process
Step 1: Initial inquiry
Contact the sponsor to obtain a list of University of Manitoba programs currently accepting applications.
Step 2: Interview
After reviewing applications, programs will report selected candidates to the applicable embassies. Programs will then interview applicants and issue conditional offers to successful candidates.
Step 3: Document verification
Applicants conditionally accepted into a fellowship must submit their documents to the University of Manitoba PGME (UM) and CPSM for verification.
Step 4: Letter of offer
The PGME Office will email a letter of offer with registration details. Signing this letter confirms acceptance of all terms and conditions.
Step 5: Immigration
Immigration documentation will be provided once the signed letter of offer is received.
Non-sponsored international fellowship applicants
Step 1: Initial inquiry
International applicants who meet CPSM requirements for licensure as a clinical fellow should contact the office of the Fellowship Program Director for information on opportunities for fellowship training.
Step 2: Interview
After reviewing applications, programs will report selected candidates to the applicable embassies. Programs will then interview applicants and offer successful candidates conditional offers.
Step 3: Document verification
Once conditionally accepted into a fellowship, applicants are required to share their documents with the University of Manitoba PGME (UM) and CPSM for verification.
Step 4: Letter of offer
The PGME Office will send a letter of offer with registration information by email. Signing the letter confirms acceptance of the terms and conditions noted in the offer.
Step 5: Immigration
Immigration documentation will be provided once the signed letter of offer is received.
Immigration and work permit
The PGME Office will facilitate the initiation of the immigration/work permit documentation by obtaining an offer of employment ID number once the signed letter of offer is received and acceptance of all terms and conditions is confirmed. It is then the responsibility of the postgraduate fellow to complete all required documentation.

Know your rights: Temporary Foreign Workers
Training undertaken during a fellowship is not recognized as training leading to certification by the Royal College of Physicians and Surgeons of Canada or the College of Family Physicians of Canada.

Please contact the program directly for applications process. Internationally (visa) sponsored trainees should apply directly to their embassy.
English language proficiency requirements
All applicants are required to meet the University of Manitoba's approved English Proficiency Standards, either through an approved waiver or the successful completion of an approved English proficiency test.
Liability insurance
Fellows must purchase and maintain personal medical malpractice liability insurance for the duration of their fellowship. Insurance can be obtained through the Canadian Medical Protective Association (CMPA).
Insurance requirements and recommendations
Please note that the University and its affiliated hospitals do not provide health insurance coverage. As per Government of Canada regulations, proof of health insurance is a mandatory requirement for entry into the country. We strongly recommend that you arrange for appropriate health insurance prior to your arrival.
While residing in Manitoba, you may require various types of insurance:

- Trainees who are permanent residents, landed immigrants, or arriving on a work permit for one year or longer are eligible for Manitoba Health coverage.
- All other trainees must obtain private health insurance.

Housing
There are plenty of affordable housing options for rent or purchase in Winnipeg and other parts of Manitoba, including apartments, condos and new or older houses.
Popular neighborhoods for trainees in Winnipeg include Osborne Village, South Downtown, River Heights, Wolseley and St. Boniface.
