Biography

Prior to joining the University of Manitoba as a faculty member, Dr. Hajer was a founding member and director of the Breakwater Group consulting co-operative, leading government and community policy initiatives aimed at reducing poverty, helping people with barriers to employment into the labour market, and promoting access to education. Previously, he served the Government of Manitoba as a project manager with the Community and Economic Development and Priorities and Planning cabinet secretariats, and as executive director of Apprenticeship Manitoba.  Dr. Hajer has also been a visiting lecturer at the University of Turin, Italy, where he developed and delivered an intensive graduate level course module, Social Impact Finance and its Application, as part of Masters in Social Innovation for Sustainable Development Program offered by the International Labour Organization’s International Training Centre.

Research summary

My research uses a political economy approach that focuses on how the relative power of classes and social groups, as opposed to economic efficiency or social welfare, drive economic and public policy outcomes. Within this broad focus I have two main areas of research specialization: Social Impact Bonds, and the Political Economy of Public Policy in Manitoba. While I have published works making theoretical contributions to the literature, most of my work, especially since the onset of the COVID-19 pandemic, has been targeted at enhancing public policy discourse and practice, informed by the research needs of labour and community-based organizations whose work supports the reduction of poverty, socio-economic equity, and inclusive and sustainable economic development.
