Clinician Assessment and Practice Enhancement (CAPE)

Overview

The Clinician Assessment and Practice Enhancement (CAPE) is a comprehensive assessment of physician knowledge and performance. It is designed to assess the knowledge, skills, and behaviours of physicians in practice. CAPE can be used for remediation or re-entry purposes and to develop personalized learning plans and programs.

CAPE consists of:
  • Comprehensive Clinical Science Examination: (NBME); a medical knowledge exam.
  • Written Therapeutics Assessment (TDM); a 40 short answer cases of pharmacological and non- pharmacological therapeutics.
  • Case-based, Structured Oral Interview (SOI); in depth review of 2-3 common primary care clinical scenarios.
  • Comprehensive Clinical Encounter (CCE) using standardized patient/Objective Structured Clinical Examination (OSCE).

The assessment typically takes place over three to four days. A final report will then be sent to the source of referral.

Assessments are valid for three years after completion. A reassessment is typically required by licensing and regulatory authorities if a physician is not in practice.

Eligibility

Candidates are referred through a CAPE regulatory body. Assessments are based on need. CAPE is intended for:

  • Physicians planning to re-entre active practice after a gap of three to eight years.
  • Physicians who want to assess their own strengths and gaps as preparation for further work developing competencies.
  • Physicians who may have knowledge gaps or other concerns who need to have their competencies assessed.
  • Nurse practitioners (OSCE only) referred by the College of Registered Nurses of Manitoba.

Manitoba Assessment Practice Program (MPAP)

Overview

The Manitoba Practice Assessment Program (MPAP) assesses physicians in their practices to obtain full licensure.

Within Manitoba, physicians commonly enter practice on a provisional license. This allows physicians to enter supervised practice when they have completed postgraduate training but have not yet achieved Canadian certification through The College of Family Physicians of Canada (CFPC) or Royal College of Physicians and Surgeons of Canada (RCPSC). These physicians are expected to complete the appropriate certification examination within a defined time frame.

MPAP involves, but not limited to:

  • Online segment
    • self-assessment
    • surveys: patients and colleagues (similar to 360 Review)
  • Two-to-three-day in person, on-site assessment at practice location

After the onsite assessment, a final report is compiled and sent to the candidate and the College of Physicians and Surgeons of Manitoba.

Eligibility

Eligibility for the assessment process is determined by the CPSM. The CPSM has the authority to deem any physician ineligible.
Eligible physicians include those who:

  • Have attempted either Part 1 and/or Part 2 of the Medical Council of Canada Qualifying Examination (MCCQE) examination; and/or
  • Have attempted to become certified by the CFPC or the RCPSC; and
  • Are currently practicing in Manitoba on the Conditional/Provisional Register, and
  • Have been in active practice in Manitoba for a period of 2 years (Note: A review of the self-assessment reports must determine that sufficient data exist about the physician’s practice to complete an assessment).
How to apply

All physician candidates for MPAP must be referred to the program via the College of Physicians and Surgeons of Manitoba.

Applicants cannot self-refer.

Timeframe

Completion of MPAP depends on:

  • Timely completion of online component and relevant documents
  • Matching and scheduling of assessors
  • Extent of the onsite assessment
  • Online, in-person assessment and final report must be completed prior to the CPSM designated deadline.
Costs

MPAP fees include an administrative fee and an assessment fee.

The administrative fee is fixed at $3,000 ($500 initial admin fee and $2,500 second administrative fee) while the assessment fee varies depending on the scope of assessment required.

Depending on the length of the assessment, location and type of practice, fees can vary between $20,000 to $55,000.

Continuing Professional Development (CPD) - Medicine

We create and deliver high-quality CPD programs across Manitoba, mainly for medical professionals but open to all health professionals. Our programs—conferences, workshops, simulations, blended learning, and online courses—receive credit approval from the Royal College and the College of Family Physicians of Canada (CFPC). We also plan CPD conferences and events for others at competitive rates and accredit programs on behalf of these institutions.

Fully accredited by the Committee on Accreditation of Continuing Medical Education, we collaborate with groups like Society for Academic Continuing Medical Education (SACME) and are a key part of the Office of Continuing Competency and Assessment at the Rady Faculty of Health Sciences.

    • Advanced Trauma Life Support (ATLS)
    • Neonatal Resuscitation Program (NRP)
    • Pediatric Advanced Life Support (PALS)

Research

Research is a key priority of the CPD Medicine Program, aimed at strengthening CPD programming and contributing to the broader CPD community. We explore key questions in health professions education to drive meaningful change in clinical practice and improve patient care.

As part of the Rady Faculty of Health Sciences' strategic plan, we apply best practices and develop innovative approaches to enhance educational programming. To support this, we share valuable resources with the CPD community.
