What is a study permit
IRCC announced the Student Direct Stream (SDS) and Nigeria Student Express (NSE) have ended as of 2:00 p.m., EST, on November 8, 2024. Individuals who submit a study permit application on or after this time will have their application processed under the regular Study Permit Stream. Eligible and complete SDS and NSE applications received before 2:00 p.m. ET on November 8, 2024, will not be impacted.
A study permit is a document issued by the Immigration, Refugees and Citizenship Canada (IRCC) that allows a foreign national to study in Canada temporarily. If you will study at the University of Manitoba (UM) for more than six months, you must have a valid study permit that allows you to study at a post-secondary institution in Canada. If your study permit will expire before you finish your studies at UM, you must apply to extend your study permit before it expires.
Study permits are not travel documents. If you apply for a study permit outside Canada and it is approved, most students will automatically be issued a Temporary Resident Visa (TRV) or if eligible, an Electronic Travel Authorization (eTA), depending on your country of citizenship, which allows you to travel to Canada. US citizens and lawful permeant residents are exempt from TRVs and eTAs.
Study permits will only be issued to applicants studying at a Designated Learning Institution (DLI). University of Manitoba (UM) is a designated learning institution: UM’s Designated Learning Institute (DLI) Number is O19091528512.
Note: The first character is the DLI number is the capital letter ‘O’, not the digit/number zero ‘0’.
In some cases, a study permit is not required, typically if your entire program of study is six months or less in duration and you can complete the entire course or program within the period authorized for your stay in Canada. If your study program at UM is six months or less as an exchange or ESL student, you may enter Canada as a visitor and study at UM without a study permit. However, if there is a possibility that your studies will extend to longer than six months, we suggest that you get a study permit before coming to Canada.
There is a temporary public policy that allows eligible work permit holders to study without a study permit until June 27, 2026.
Learn who doesn’t need a study permit
Students are strongly encouraged not to begin their UM studies online from outside of Canada without being issued a study permit approval letter or a valid study permit. Study permit application approval is not guaranteed. The time spent studying online from outside Canada after August 31, 2024 will not count toward the length of your post-graduation work permit (PGWP).
Note that UM is not able to influence your application processing time or your application decision.
When to apply
Apply early! It can take several months to obtain your initial study permit after you complete your biometrics. Begin the process as soon as you receive your letter of acceptance and Provincial Attestation Letter (if required) from the University of Manitoba.
Where to apply
Generally, students must apply for a study permit and receive the study permit approval letter before they come to Canada. United States citizens and permanent residents, residents of Greenland or St. Pierre and Miquelon also have the option to apply for a study permit at the port of entry (POE) into Canada. If you are eligible to apply at the POE, you need to fill out IRCC application form(s) ahead and prepare required documents to present upon arrival at the POE. You should also complete an upfront immigration medical exam (IME) in advance if you need one.
How to apply
Apply for a study permit online through IRCC website or in person at a Visa Application Centre (VAC). Some students are eligible to apply at the POE mentioned above. Review IRCC website for the student permit application guide.
Cost: $150, plus an additional $85.00 CAD for biometrics.
Sept 1: Create an account with IRCC application system.
You should use the IRCC Secure Account if:
- You are applying for a co-op work permit at the same time. Note that not all students are eligible for a co-op work permit, review the tips for international students applying for co-op for details.
- You are applying for a spouse open work permit at the same time. Review this IRCC website carefully for who can apply and how to apply.
Use one of these two application systems: IRCC Secure Account or IRCC Portal. There is no advantage in terms of processing time for these two systems. IRCC Secure Account accepts more types of applications, such as study permit extension and post-graduation work permit.
IRCC Secure Account
- Create or login to IRCC Secure Account through GCKey (recommended) or sign-in partner.
- On the home page, look for “Apply to Come to Canada” and choose the option for “visit, study, work”. Answer the questionnaire to receive a reference code and the document checklist.
IRCC Portal
- If it’s your first time using the IRCC Portal, you need an invite code to create an account.
- On the home page, look for “Start an application” and choose the option for “Apply to visit, study or work in Canada as a temporary resident”.
Step 2: Standard required documents:
Generally, in addition to the required application forms, you will also need documents such as:
- University of Manitoba letter of acceptance / certificate of acceptance
- Proof of identity—a valid passport or travel document
- Proof of financial support—evidence of adequate funds to live and study in Canada without needing to work (the minimum cost-of-living for 2024 is $20,635 CAD plus tuition fees and travel costs for one full year for one person)
- We recommend that you provide as much proof of financial support as possible – not just meeting the minimum requirement.
- Provincial Attestation Letter (PAL) – students applying for a master’s degree or doctoral degree program are PAL exempted.
- Review IRCC website for upcoming changes to PAL requirements.
- Letter of explanation/Study plan (include this letter even if it is not specifically requested)
- This is a brief overview of why you want to study in Canada. You need to demonstrate to IRCC that you are a genuine student and how your study program will assist you to achieve your future goals.
- Check your local visa office instructions for any specific requirements.
- Two recent passport-sized photos (if applying online, digital photos)
- Custodianship declaration (if applicable)
Proof of financial support is one of the most important parts of your study permit application. Insufficient proof of funds is one of the most common reasons for refusal. You must show sufficient and available funds to support your stay in Canada for at least one full year of tuition fees, living expenses and travel cost. The officer must also be satisfied that the probability of funding for future years also exists.
There may be additional required documents. To obtain a study permit application package and application instructions, including a full list of documents you will need, review local visa office instructions by selecting the country or territory from which you’ll be applying or contact the Canadian visa office responsible for your country of citizenship, your country of residence, or the country where you have been legally admitted and are physically present.
Some students may be required to pay your tuition fees in advance, so it’s important to review the information above on how to obtain a study permit application package. You can connect with the Student Accounting office for questions related to payment instructions and a payment receipt after you pay. Please ensure to include your full name and University of Manitoba student number in all correspondence with the university.
A personal interview with a visa officer, an immigration medical exam (IME) and security checks may be required. The Canadian visa office will provide you with a list of approved panel physician if a medical exam is required. In general, getting an upfront IME will speed up the processing of your application, if an IME is required.

Budgeting your education
It’s important for you to have a realistic financial plan and ensure you have enough funds to support your expenses during your entire time in Canada before you arrive.
While some international students may be eligible to work in Canada while studying, you must be able to financially support yourself without relying on working in Canada. Also note that a Canadian government funded student loan is not an option for international students.
We also suggest that students set some money aside for funds that can cover unexpected expenses, such as an emergency, inflation, and currency conversion rate changes.
Hiring an Immigration Representative
You are not required to hire a representative, however, due to variation among local visa offices and the complexity of initial study permit applications abroad, there are benefits to hire a licensed representative who is experienced of immigration law to assist you with your application, if you are able to. International Student Advisors (ISAs) at UM cannot complete any immigration application for you, act as your representative, or make any inquires to IRCC on the behalf of you.

After you submit your application
If your study permit application is approved, a letter of introduction will be sent to you confirming the approval. The letter of introduction is not your study permit. You will need to bring the letter with you to show to the Canadian Border Service Agency (CBSA) officer when you first arrive in Canada to obtain your study permit, if you meet certain basic requirements.
