Learning outcomes

Upon completion of this course, you should be able to:

  • describe the practical application of the legislative framework for financial management
  • explain the changing context in which the annual budget is developed
  • identify the considerations that go into financial decisions in the public sector
  • identify the different stages in the development of the annual budget/estimates and the roles and responsibilities of the major contributors
  • assess how the various relationships within government lead to effective overall comptrollership and the effective management and reporting of public funds
  • apply relevant administrative policies to ensure revenues and expenditures are made in an authorized manner
  • develop a Treasury Board submission ensuring that high-quality integrated information and analysis has been provided to support decision making
