Section 1: General Statement
This information is available with, and constitutes part of, the application. It is assumed that all applicants have read and understood it prior to submitting the completed application.

Section 2: Eligibility Requirements
The University of Manitoba will require graded coursework to fulfill all admission requirements as outlined in this bulletin. Pass grades will not be considered for meeting any of these requirements unless otherwise stated.
Accommodations in admissions practices have been made to ensure that disruptions in a student’s education caused by the COVID-19 pandemic (Winter 2020, Summer 2020, Fall 2020, Winter 2021, Summer 2021 only) does not disadvantage applicants to the Bachelor of Education program. The goal is to ensure all applicants are treated in a fair and equitable manner. These changes are outlined in Section 2: Eligibility Requirements, A. Academic Requirements.
The Faculty of Education offers the following program streams:
- Early Years (Kindergarten – Grade 4)
- Middle Years (Grades 5 – 8)
- Senior Years (Grades 9 – 12)
A. Academic Requirements
All applicants to the Bachelor of Education program must have the following:
a. Recognized Bachelor’s degree conferred by May/June 2026 Convocation (see document deadlines).
b. A minimum 2.50 Adjusted Grade Point Average (see Section 4: Selection Process, A. Selection by Composite Score).
c. Must meet teachable subject area and specialization requirements, where specified, for their respective stream described below. Courses used for first teachable subject, second teachable subject and specializations must be completed in their respective departments. For example, English courses must be ENGL (Department of English).
d. Only courses with a grade of ‘C’ or better* can be presented for fulfilling first and second teachable subject areas and specialization requirements. All courses must be at the 1000 level or higher (or equivalent) and must be completed by the end of Winter (Jan-April) term. The same courses cannot be used to satisfy the requirements for both the first and second teachable subject and/or specialization.
* Students who were registered during the following terms: Winter 2020, Summer 2020, Fall 2020, Winter 2021 and Summer 2021 will be permitted to use ONE course grade of D (3 or 6 credits) OR one course grade of Pass, Credit, Satisfactory, or Standing (3 or 6 credits) to meet subject requirements (first or second teachable subject) for eligibility. It is only grades assigned during these University of Manitoba Senate approved terms that grade allowances will be permitted.
These accommodations in admissions requirements aim to ensure that disruptions in a student’s education caused by the COVID-19 pandemic do not disadvantage applicants to the Faculty of Education’s B.Ed. program. The goal is to ensure all applicants are treated in a fair and equitable manner.
e. The Faculty of Education does not permit dual registration, including those enrolled in graduate programs. Students must finalize all courses before the start of fall classes or withdraw from their program. Proof of completion/withdrawal will be requested.
1. Additional Early Years Requirements, where applicable
Applicants to the Early Years stream who choose a specialization in Music or Physical Education must present specific coursework (see Appendix 1: Early Years Specializations).
2. Additional Middle Years Requirements, where applicable
Applicants to the Middle Years stream who choose a specialization in Art, Human Ecology (Home Economics), Music or Physical Education must present specific coursework (see Appendix 2 Middle Years Specializations)
3. Additional Senior Years Teachable Subject Requirements
Applicants to the Senior Years stream must have completed all of the following:
- Senior Years applicants must choose two different teachable subjects from the applicable “Teachable Subject Areas” table for their first and second teachable subject (see Appendix 3 Senior Years Teachable Subject Area).
- 24 credit hours in a first teachable subject (excluding Art, Music, Physical Education or Human Ecology [Home Economics] which require 30 credit hours). (see Appendices 3, 4, and 5)
- 15 credit hours in a second teachable subject (excluding Art, Music, Physical Education or Human Ecology [Home Economics] which require 18 credit hours). (see Appendices 3, 4, and 5)
Notes (for all streams):
- Courses used to meet the first teachable subject, second teachable subject and specialization requirements, where applicable, can be completed within an undergraduate degree, graduate degree or thereafter.
- Courses presented for use for first teachable subject, second teachable subject and specialization requirements, where applicable, must come from the specified department (i.e., History courses must be taught by the Department of History) unless prior substitution approval has been granted. Applicants may be requested to provide course outlines (syllabi) to assess and verify if the teachable subjects or specialization requirements have been met.
- Applicants seeking course substitution approval should be making their requests in writing directly to the Faculty of Education at bachelor.education@umanitoba.ca prior to the February 15th documentation deadline. Candidates may or may not receive feedback on course substitutions prior to decision release.
- An alternate choice of stream, specialization, first teachable subject, or second teachable subject may be granted if an applicant is determined to be either ineligible or not competitive. Applicants must authorize the Faculty of Education (in the application) to proceed with an alternate choice. Should there be availability in an alternate stream once decisions are made, only eligible applicants will be offered an alternate choice.
- Applicants to the Bachelor of Education program may only submit one application and declare only one stream (Early Years, Middle Years or Senior Years) upon which their application will be assessed.
- Applicants who do not meet the conditions of their provisional offer of admission will not be considered for an alternate choice.
Applicants to all streams who do not meet the admission requirements will be deemed ineligible for admission.
B. English Language Proficiency Requirements
All applicants whose primary language is not English and do not qualify for a waiver under the University of Manitoba’s English language proficiency regulations will be required to demonstrate proficiency in English.

Results for most language tests, including TOEFL, IELTS, and Duolingo, expire two years from the test date. Test scores must be valid at the start of classes. Please confirm the validity of your test results.
C. Reference Requirements
All applicants to the After-Degree B. Ed. Program, upon submission of their application, will be required to provide the names and email addresses of three referees. Referees cannot be family members. The onus is on the applicant to ensure referee information is correct and recommendation forms are received by the deadline stipulated. References are collected in the strictest of confidence and will not be released to the applicant. This is done to ensure the integrity of the recommendation process.
The faculty reserves the right to withdraw any applicant from further consideration if the referee report(s) indicate that the applicant would not likely meet the minimum standards of professional suitability.
D. Categories of Applicants
1. General Category (Canadian/Permanent residents)
Students will be considered for admission based on their previous academic records, while meeting all eligibility criteria as outlined in this section, and review of references.
2. International Applicant Category
Students will be considered for admission based on their previous academic records, while meeting all eligibility criteria as outlined in this section, and review of references.
3. Diversity Category
Applicants who have met all eligibility criteria outlined in this section and voluntarily self-identify within one or more of the following Diversity Categories:
Canadian Indigenous
This includes Canadian First Nations, Métis, and Inuit peoples.
Racially Marginalized Persons
This includes those who have been treated differently by people or institutions on the basis of their perceived racial backgrounds, colour, and/or ethnicity. This diversity category includes non-Canadian Indigenous peoples.
Persons with Marginalized Genders and/or Sexualities
This includes persons who identify as two-spirit, lesbian, gay, bisexual, transgender, transsexual, queer, intersex, asexual or other marginalized genders or sexualities.
Disabled persons or Persons with disabilities
This includes those who have a diagnosed physical, mental, psychological, sensory, or learning disability.
Systemically Marginalized Persons
This includes individuals who have experienced systemic barriers and/or inequalities on the basis of their religion, creed, language or state of social disadvantage, or students graduating from the University of Manitoba ACCESS program from an Undergraduate degree program in May of the application year or in October of the preceding year.
Applicants may identify within as many categories as are applicable to them and will be considered in each of the categories.

Applications are not considered received until the application is submitted and the non-refundable application fee has been paid by the posted deadline.

C. Required Application Documentation
The following documents will be required to complete your application:
Proof of English proficiency
Proof of proficiency in the use of the English language (see Section 2: Eligibility Requirements, B. English Language Proficiency Requirements).
Interim official trasncript
Interim (in progress) official transcripts showing current registration are to be submitted by February 15. These must include Fall 2025 grades.
Final official transcript
Final official transcripts from any university or college attended other than University of Manitoba are required. Student copies or photocopies are not acceptable. Transcripts become the property of University of Manitoba and will not be returned.
An English translation of international transcripts in languages other than English must be provided by the issuing institution or by a certified English translator. A translation must include a copy of the document on which the translation is based. The certified translator must include the original language photocopy and the English translation in sealed envelopes and endorse the envelopes by signing across the seal.
Proof of graduation
Proof of graduation by the stated deadline, showing the conferral of the first degree. If degree is shown on the transcript, then this is sufficient for proof.
It is the applicant’s responsibility to inform the Admissions Office in writing of any deferred exams or grade changes. All final grades, including grade changes, must be submitted to the Admissions Office by the document deadline in order for them to be included in the final selection process.
Proof of Canadian Citizenship, Permanent Residence or Refugee Status
Proof of Canadian Citizenship, Permanent Residence or Refugee Status is required if born outside of Canada.
Name change documentation
Name change documentation is required if name change has occurred as a result of marriage, divorce or other reason.

Electronic transcripts should be submitted to applicant.services@umanitoba.ca.
In order to be considered official, electronic transcripts must be sent directly from the email of the office responsible for issuing transcripts. Transcripts emailed or forwarded by the applicant are considered unofficial.
The University of Manitoba is a registered receiving organization with MyCredsTM. Applicants from participating member universities and colleges can release their transcripts to the University of Manitoba through their MyCredsTM portal. Applicants should select 'Share' and then 'Organization' instead of opting for 'email'.
Applications are not complete until all necessary documents are received. It is the applicant's responsibility to ensure that our office receives all required information.
Applicants must notify the Admissions Office immediately should they either enroll at a postsecondary institution not previously declared on their application or enroll in additional coursework not declared on the previously submitted final transcript provided for assessment. Applicants will be required to provide proof of registration.
D. Post-Acceptance Documentation
Successful applicants to the Faculty of Education will be provisionally admitted pending clearance of the following documents:
- Canadian Criminal Records Check (including Vulnerable Sector Screening); and
- Child Abuse Registry; and
- Statement of Criminal Records Self-Declaration.
These forms will be accessible through the offer of admission. Offers will not be finalized and course registration will not be permitted until the above named documents have been submitted. Criminal Record Checks and Child Abuse Registry clearances must be dated after March 15, 2026.
International applicants residing outside of Canada:
The Criminal Record Check (including Vulnerable Sector screening) must be issued by a Canadian authority. Applicants must reside in Canada to apply for these documents and should plan to arrive with sufficient time to obtain clearance. Applicants offered admission are encouraged to contact the Faculty of Education for guidance on the process of obtaining these documents.
Applicants residing outside of the Province of Manitoba but within Canada, must include the post-acceptance documentation for their province . Students who cannot provide one or more of the required documents may have their offer rescinded.
Applicants should note that only Criminal Records must be disclosed. The existence of such a record will not automatically exclude the applicants from the program.
Any applicant declaring a criminal record will have the offence reviewed by a sub-committee of the Faculty of Education. Students will be required to provide a record of conviction. The faculty reserves the right, based on its findings, to declare an applicant ineligible for admission. Decisions on all cases will be held in strict confidence. The sub-committee may elect to interview applicants or request further information.
Applicants not providing these post-acceptance documents prior Fall term start date will be required to attend Winter Term classes and will not be eligible to enroll in the practicum and corequisite courses for the 2026-2027 academic year. Failure to provide these clearance documents will result in the offer of admission being revoked.
Section 4: Selection Process
Applicants satisfying the minimum eligibility requirements (see Section 2: Eligibility Requirements) are eligible for consideration; however, selection is competitive and remains at the discretion of the Faculty of Education. Students will be admitted on the basis of an annual competition. Each year’s admission cycle is a separate process, and there is no carryover from one year to the next. The quota and AGPA used for selection are determined yearly.
The Faculty of Education will assess applicants on the basis of their Adjusted Grade Point Average, as outlined in Section 2: Eligibility Requirements and the consideration of referee reports.
A. Selection
Applicants will be considered within their stream competitions based on their calculated AGPA and accounting for their referee reports. Admission will be offered to the top ranked applicants for that Stream or first teachable subject/second teachable subject/specialization. The selection process is explained further in the paragraphs below.
1. GPA Assessment
Each applicant will be assessed as outlined in Section 2: Eligibility Requirements. Any student who has an Adjusted Grade Point Average of less than 2.50 will be deemed ineligible for admission. An applicant who is on probation or on suspension will also be considered ineligible for admission.
Calculation of the Adjusted Grade Point Average (AGPA)
The Adjusted Grade Point Average (AGPA) is calculated on the most recent 30 credit hours completed by February 1, 2026. The most recent coursework does not need to include teachable and/or specialization courses.
Notes
a. All coursework within the most recent 30 credit hours will be included except where 3 credit hours of C or D grades taken in the Winter 2020, Summer 2020, Fall 2020, Winter 2021, or Summer 2021 terms have been excluded (see Section 2: Eligibility Requirements). When an applicant has C or D grade excluded from the most recent 30 credit hours, or the most recent 30 credit hours include a Pass, Credit, Satisfactory, or Standing grade, the AGPA calculation will include additional coursework until 30 graded credit hours is reached.
b. If it is not possible to clearly identify the most recently completed 30 credit hours of coursework, the grade point average of the term containing the least recent of the 30 credit hours will be used as a representative grade for that part of the remaining hours. Spanned Fall/Winter courses count as part of the Winter term grades.
c. Courses graded ‘Satisfactory’ or ‘Pass’ in non-letter graded pass/fail courses, or International Baccalaureate (IB) and Advanced Placement (AP) that have been awarded as transfer of credit may be used within the teachable courses but excluded from the AGPA calculation.
d. Courses graded ‘F’ or ‘FAIL’ will be included in the AGPA calculation using a numeric grade point value of 0.0.
e. It is the applicant’s responsibility to inform the Admissions Office in writing of any deferred exams or grade changes. All final grades, including grade changes must be submitted to the Admissions Office by the document deadline in order for them to be included in the final selection process. Grade changes will not be accepted after the application documentation deadline date. If a grade is not available by the documentation deadline date, an ‘F’ grade will be used in the final admission determination and calculation.
f. Should a grade be retained on your record yet excluded from your institutional GPA calculation, that grade will be used to meet admission requirements and the AGPA calculation for your application to the University of Manitoba.
The admission process is competitive and applicants should strive for an Adjusted Grade Point Average higher than the minimum 2.50 required.
B. Selection by Stream
Final selection will be determined independently in each stream by Adjusted Grade Point Average (AGPA). The following will reflect the process for each stream:
Early & Middle Years
Applicants will compete equally for a position within their preferred stream regardless of their specialization, if declared.
Senior Years
Applicants are sub-categorized by teachable subject area within their first and second teachable subject area. Each sub-category is considered in a separate and independent competition. Please note the number of positions available in each teachable subject will vary from year to year.
C. International Applicant Category
Up to 5.0% of the annual quota will be awarded to qualified applicants on the basis of highest Adjusted Grade Point Average (AGPA).
- Priority will be given to international students currently studying in a post-secondary institution in Canada, or students who are currently residing in Canada at point of application.
- Available seats will be distributed by stream. Where there are insufficient qualified international applicants in a particular stream, those seats will be reallocated to streams within the International Category.
- Unfilled spaces within the International Category will then be allocated to the General category and distributed on the basis of highest Adjusted Grade Point Average (AGPA).
D. Diversity Category
Up to 45% of all available positions will be awarded on the basis of highest Adjusted Grade Point Average (AGPA) for those who voluntarily self-identify in one or more of the five Diversity Categories.
- All unfilled spaces within each Diversity category will be redistributed across diversity categories. Unfilled spaces at that point will then be allocated to the General category.
- The remainder of all positions in each stream will be awarded on the basis of highest Adjusted Grade Point Average (AGPA).
E. Tie Breaking Procedure for Offers
In the event of a tie, the following procedure will be used:
- Increase the number of significant figures used in the calculation.
- Where a tie still exists, the application that was received first will be used to break the tie. All completed applications are time stamped upon submission; in the case of a paper application, these applications will be time stamped after they have been entered into the system by a University of Manitoba Admissions Office staff member.
F. Notification of Decision
Once a decision has been made, all applicants will receive an email notifying them to log into their application portal to view the decision. Students that are offered admission will be required to confirm their acceptance and pay the non-refundable deposit of $200.00 online. The deposit will be applied to tuition fees at the time of registration.
Students who do not accept the offer and pay the required deposit by the deadline date will have their offers lapsed. Lapsed offers will be considered a declined response. It is imperative that applicants ensure their email accounts are current and application portals are checked regularly (either by the applicant or an approved designate).
Applicants who are being offered under an alternate choice will be notified of such through their released decision.
Section 5: Reconsiderations & Appeals
Individuals who wish to have their applications reconsidered should submit their request in writing to the Admissions Office. Past experience has shown that most inquiries can be satisfied at this level without further reference. Persons wishing reconsideration of the decision shall direct their request to the Admissions Office within ten (10) business days of the posted decision date. All appeals must come directly from the applicant and not a third party (e.g., parent, sibling, friend, agent, etc.).
Should the student wish to pursue the reconsideration decision further, such an appeal will be made in accordance with the Senate Committee on Appeals Procedures.
Applicants are advised that appeals of reconsideration decisions by the Senate Appeal Committee focus on questions of correct adherence to published policies and procedures, and not on subjective issues or the relative merits of the application.
Section 6: Counselling of Applicants
The Faculty of Education and Admissions Office are able to assist applicants who seek counselling regarding admission to the Faculty of Education. However, it is policy not to instruct applicants as to a specific course of action they should follow, but rather to provide the information needed for applicants to make their own choice with respect to the alternatives available. The following points require special attention:
- Applicants are encouraged to discuss their plans with all who can usefully advise them, but they should be aware that second- and third-hand information about admission policies may not be accurate.
- No official at the university can guarantee the admission of any applicant. Admission is determined on the basis of an annual competition.
- All applicants are advised to supplement any personal enquiries with a written request so that an official written response can be made. It is only these written responses which will be considered as evidence of any advice given.

Applicants must possess a minimum of 18 cr. hrs. of studio courses.

Applicants must possess coursework in any combination from the areas of: foods and nutrition, family studies, and/or clothing and textiles.
Music Education Specialization -18 credit hours

Appendix 3: Senior Years Teachable Subject Area
Applicants must choose two different teachable subjects from the following table, a first teachable subject and a second teachable subject. The first teachable subject is 24 credit hours and the second teachable subject is 15 credit hours. Specializations require 30 credit hours for first teachable subject and 18 credit hours for second teachable subject.

Applicants declaring a General Science (Biology/Biological Science, Chemistry, Computer Science, Environmental Science, Geological Science, and Physics) teachable subject in combination with another science discipline (Biology, Chemistry, Computer Science or Physics), may not include coursework from the same discipline (Biology/Biological Science, Chemistry, Computer Science or Physics) within the General Science. Example: Chemistry 24 credit hours CHEM courses, second teachable subject, General Science: 15 credit hours, no CHEM courses.
2. Science Disciplines for first and second teachable subject include: Biology/Biological Science, Chemistry, Computer Science, Environment Science, Geological Science, and Physics.
3. Students could receive a school placement in any of the areas of Human Ecology (Clothing & Textiles, Foods and Nutrition, Family Studies and Home Economics).
4. Not all languages, other than English and French, can be accommodated for practicum placements.
Courses to be used in the first or second teachable subject must be taught in their respective departments. Course substitutions require prior approval from the Faculty of Education and are subject to limitation.
Appendix 4: Music Education Specialization
Applicants presenting a degree other than a Bachelor of Music (Music Education) (for example, B. Mus (Performance), B. Mus (Jazz Studies), BA with minor in Music, etc.) must present specific coursework with minimum grades of ‘C’ as defined in the charts below with credit hours as defined by requirements outlined in Section 2: Eligibility Requirements. Course outlines may be required for courses completed outside of the University of Manitoba to determine acceptable alternatives or equivalencies for admission purposes only.
