Provincial Attestation Letter (PAL)
Immigration Refugee and Citizenship Canada (IRCC) introduced a new requirement for the Study Permit application process requiring an additional document called the Provincial Attestation Letter (PAL). This page is to help current and future students to understand how to obtain it and other information that would pertain to their admission at the University of Manitoba.
Provincial Attestation Letter (PAL)
Immigration Refugee and Citizenship Canada (IRCC), requires an additional document called the Provincial Attestation Letter (PAL) issued by the provincial government.
International students applying for a study permit and those that are requiring a Provincial Attestation Letter (PAL), will be required to pay a $2000 non-refundable tuition deposit. The deposit will be required to accept the admissions offer and be granted documentation needed for the study permit application (PAL and Standardized Letter of Acceptance). International students are encouraged to apply for an admission term for which they are prepared to accommodate the tuition deposit payment and attend classes. A short deadline for payment will be given after admission is offered. DO NOT submit the $2000 CAD tuition deposit until specifically directed to do so via the application portal.

The following are the most frequently asked questions in regards to the PAL.
What is the Provincial Attestation letter (PAL)?
The attestation letter is proof that the student has been accounted for under a provincial or territorial allocation within the national cap. If required, a PAL must be included with your study permit application when you submit your application to Immigration, Refugees and Citizenship Canada (IRCC).
How do I get a PAL?
Provincial Attestation Letters are issued only to undergraduate applicants who have been granted an offer of admission, have accepted the offer, and have paid the $2000 non-refundable tuition deposit.
The applicant will be given a short window to accept the offer and pay the deposit (i.e. 5-10 business days). After the application is accepted and the deposit is paid, the University of Manitoba will work with the Government of Manitoba to obtain the PAL.
Once received from the Government of Manitoba, the PAL will be available for the applicant in their application portal along with the standardized letter of admission that is required for the study permit application.
How much is the UM tuition deposit for the PAL?
Applicants who are given an official admission letter to the University of Manitoba and are prompted to make a tuition payment, will need to pay $2000 CAD.
What is the UM tuition deposit?
This deposit is to secure your acceptance to your program and for UM request your PAL. The deposit will be applied towards your tuition upon registration and is non-refundable.
How do I pay for the PAL tuition deposit?
For faster processing, we ask that applicants pay for their acceptance fee and PAL with a credit card (not a visa-debit or debit card).

I’m a pre-master’s student, do I need a PAL?
Yes, you will be required to have a PAL for your study permit application. Please contact graduate.studies@umanitoba.ca for further information.
I have changed my mind and no longer want to attend UM. Can my $2000 tuition deposit be refunded?
No. Refunds will only be considered if your study permit is denied.

My credit card is being declined even though I have the money available. How can I pay the deposit?
If a credit card is not possible, please pay for your tuition deposit in one of two ways:
How long do I have to pay this deposit?
Applicants will have a short window to accept their offer and pay the deposit. It is 10 business days.
If I don't pay the deposit by the deadline, would my admission be cancelled?
Yes. Failure to submit payment by the deadline stipulated on your application portal will result in your offer of admission being lapsed, you will need to reapply when you are ready to complete the process and to a future term that you can attend and that is currently open for applications.
Do I need to Pay for more than one PAL if I'm accepted into my other program if I applied at the same time?
No. If you apply to more than one program for the same term, you will only pay for one PAL.
My study permit has been refused from IRCC. Can my $2000 tuition deposit be refunded?
A tuition deposit refund will only be considered if your study permit was denied by Immigration, Refugees and Citizenship Canada (IRCC). We require official proof (documentation) of the study permit refusal for the refund process to occur.

Can I get my refund back into a different account or method of payment?
No. Refund payments are refunded only to the original method of payment, as per our refund policy. Refund payments will not go to another method of payment or another account. (If you are not the primary holder of that method of payment, you will need to contact them to make arrangements of the refund).
I can’t afford a $2000 tuition deposit at this time. Can my deadline to pay be extended?
This will be dependant on the program you applied to and the term. Please email UMPALinfo@umanitoba.ca for information.
How long will it take to be provided with PAL once I’ve paid the deposit?
The UM will be working with the provincial government to issue the PAL as soon as possible after the tuition deposit has been paid. Generally, it takes approximately 3 business days.
I have paid the deposit and have my PAL. When should I apply for my study permit?
You should apply for your study permit as soon as possible to avoid anticipated delays with IRCC processing. Please note there is also an expiry date on the PAL, and you should ensure that you apply to IRCC before that date, or the PAL letter will no longer be considered valid.
The expectation is that applicants would submit their application to IRCC immediately to ensure that the application would be processed in time to start studies in the term they applied to. The additional start dates indicated on the letter are to support IRCC’s lengthy processing timelines and are not intended for delays in submitting the application to IRCC.
Does the UM help with study permits applications and PAL?
The University of Manitoba Admissions Office does not have jurisdiction over student visas or permits. If you have questions about study permit/visa applications we suggest that you speak with someone at the Immigration, Refugees and Citizenship Canada (IRCC) directly for information or regulations, specific to your study permit application.

Do I get a receipt for the $2000 deposit?
If you paid with a credit card, the receipt for the $2000 non-refundable tuition deposit, is an email receipt and it was sent to the email address that was used on your application. You should have received it the same day you made payment, with the subject line University of Manitoba International Tuition Deposit Received. Students are welcome to print that receipt for your study permit processing, as that is an Official receipt.
