As the eleventh President and Vice-Chancellor at the University of Manitoba, Dr. David T. Barnard transformed our community through his visionary leadership in advancing Reconciliation, fostering interdisciplinary research, and achieving record-breaking philanthropic support.
Early in his 12-year tenure, Dr. Barnard began building relationships, partnerships and programs needed to position UM as a university of choice for First Nations, Métis and Inuit students, and a driver of Reconciliation. Indeed, under his guidance, the University of Manitoba became the first university in Canada to issue a formal apology for its role in failing to speak out against the residential school system. Dr. Barnard’s commitment to Reconciliation culminated in the university’s successful bid to host the National Centre for Truth and Reconciliation, a landmark achievement in advancing Indigenous voices and history in academia. Then, to ensure sustained progress in this area, he partnered with community members to develop a plan that would make UM a centre of Indigenous excellence. A result of this plan was the establishment of the Office of the Vice-President (Indigenous), the first of its kind at a Canadian university, reflecting his deep commitment to fostering Indigenous achievement and inclusivity across the university.
Dr. Barnard also spearheaded significant advancements in research and academic collaboration. He led the Academic Structure Initiative, which encouraged interdisciplinarity and collaboration across faculties. As a result of these and other changes implemented under his leadership, the university’s research funding increased by approximately 50 per cent, a testament to his ability to create a culture of research excellence. In 2011, he led UM into the U15 Group of Canadian research-intensive universities, having our university take its rightful place among this important group.
His leadership in nurturing a culture of philanthropy was equally significant. Dr. Barnard was instrumental in launching and overseeing the Front and Centre Campaign, which raised a record-breaking $626 million—the largest fundraising achievement in Manitoba’s history. This campaign not only provided critical support for research, scholarships, and infrastructure, but also deepened community engagement with the university.
Dr. Barnard also worked to attract the larger community to campus. To do so, he created UM Properties to develop what is today known as Southwood Circle into a full community. He also oversaw the development of the Active Living Centre, a new stadium, and the Taché Arts Complex.
In addition to his achievements at the University of Manitoba, Dr. Barnard served on numerous boards and organizations, including the Royal Society of Canada, the Order of Manitoba Advisory Council, and Universities Canada, where he played a prominent role in shaping the future of higher education in Canada.
Dr. David T. Barnard is a scholar, leader, and advocate for the transformative power of higher education and the University of Manitoba is proud to confer upon the President Emeritus an Honorary Doctorate of Laws in recognition of his enduring contributions to the university and the broader community.
