Getting started

IST can assist you with purchasing, activating, upgrading, transferring ownership or cancelling your mobile device. IST can also assist you when your device is lost or stolen.

Purchase, activate or upgrade a mobile device

If the phone is being activated on the U of M corporate account, the device must be a Bell Mobility phone and activation must take place through IST and be on a FOAP.

The IST Telephone Office will not upgrade your mobile device unless it is on the University of Manitoba corporate account being paid on a FOAP. You will need department approval to upgrade your device.

To purchase, activate or upgrade a mobile device, follow these instructions:

Step 1:

Contact the IST Service Desk at 204-474-8600 or email servicedesk@umanitoba.ca and request the Mobile Device purchase information.

Step 2:

Download the mobile purchase form (.pdf, 235KB) and read the current pricing chart. Complete the mobile purchase form and send it to servicedesk@umanitoba.ca who will process the request for you.

For device upgrades: The IST Telephone Office will determine if you are eligible within your existing Bell Mobility contract to upgrade your device at this time and any penalties that may apply.

Step 3: 

Most often the device will be delivered to the user or department, but in some cases it will be delivered to the IST Telecommunications Office at 138 Machray Hall and you will be notified to pick up the device at that location.

For device upgrades: In order to start the service on your new device, the SIM card will need to be transferred from the old hardware to the new device. You can perform this transfer yourself or contact the Service Desk at 204-474-8600 who can walk you through the transfer.

Step 4:

To set up email and calendar on your device, contact your IT support person or phone the Help & Solutions Centre at 204-474-8600. The voice and phone function will be activated upon receipt of the device.

Step 5:

The Bell Mobility dealer will email the invoice to the IST Telecommunications Office who will forward to your department. The department is responsible for payment of new hardware or accessories.

It is the department's responsibility to contact the Bell Mobility dealer with their Visa number to pay the amount owing.

Step 6:

Once the payment is processed, Bell Mobility will email a copy of the paid Visa slip directly to the person paying the invoice.

Step 7:

Monthly invoices are sent directly to, and paid by the IST Telecommunications Office. The office will charge the amount back to the appropriate department on their FOAP.

Step 8:

A file copy of the Bell monthly invoice is sent by email to one department contact (designated on the request form). This is for backup purposes only.

For device upgrades: In order to ensure that no University of Manitoba information is compromised, once your new device is set up and working, you will need to reset your old device and return it to IST.

Cancelling your mobile device contract

To cancel your mobile device's contract, follow these instructions:

Step 1:

Contact the IST Service Desk at 204-474-8600 or by email at servicedesk@umanitoba.ca with the cell phone number and the date you want the service cancelled.  IST will help you determine whether the device is still on contract and how it can be cancelled.

Step 2:

Devices with finished contracts can be cancelled with no penalty. Cancellations will be done for the next billing cycle. To initiate a cancellation, email servicedesk@umanitoba.ca indicating that it is to be cancelled and when.

Step 3:

If a device is still on contract, but no longer needed there are 3 options:

  • Cancel the line and pay the penalty to get out of the contract. IST will confirm the penalty cost.
  • Redeploy the device to another person in the same department that may need a wireless device. The transfer will have to follow the policy for Custody and Control of Electronic Devices and Media Policy.
  • If appropriate, IST can do a transfer of ownership to a personal account. The phone number and the remainder of the contract would be moved to a new account at your address. Departments will determine how the cost of the hardware will be handled. The transfer will have to follow the policy for Custody and Control of Electronic Devices and Media Policy. Transfer of ownership (Personal mobile device to University of Manitoba)

To transfer ownership of your personal mobile device to the University of Manitoba, follow these instructions:

Step 1:

Contact the IST Service Desk at 204-474-8600 or email servicedesk@umanitoba.ca. The Telephone Office will help determine if they can process a transfer of ownership. The Telephone Office can transfer a cell phone from the personal account of an existing Bell Mobility or BellMTS customer, to the corporate account of the University of Manitoba.

Step 2:

You will be provided an order form to complete - if you are also transferring the associated hardware, this form still needs to be completed.

Step 3:

Once the Telephone Office receives the signed form, they will provide any additional instructions needed and process the transfer of your personal cell phone to the corporate account.

Step 4:

You will be moved to corporate pricing from present consumer price plan.

Step 5:

The monthly mobile invoice will now be sent directly to the Telephone Office. The amount will be charged back to the department on their FOAP through the monthly Telecomm invoice.

Transfer of ownership (University-owned mobile device to personal)

To transfer ownership of a University of Manitoba purchased mobile device to personal use, follow these instructions:

Step 1:

Contact the IST Service Desk at 204-474-8600 or email servicedesk@umanitoba.ca. They will forward your request to the Telephone Office who will help determine if we can process a transfer of ownership and will complete the necessary steps.

Step 2:

 The Telephone Office will provide an Asset Transfer form that must be completed and signed by your department's signing authority.

Step 3:

If you are retaining the hardware associated with the number, you will need to visit the Service Desk at 123 Fletcher Argue (230 NJM Library on the Bannatyne Campus) to have the device wiped of any University of Manitoba data.

Step 4:

Once this has been completed, the form will be sent to the Information Security team for approval, then to the CIO for final approval.

Step 5:

After both approvals are granted, the Telephone Office will contact Bell Mobility to release the phone number and contract, and/or the mobile hardware. The Telephone Office will let you know when the transfer is approved.

Step 6:

Contact Bell Mobility and transfer the phone number and contract, and/or hardware to a personal Bell Mobility account. When you contact Bell to complete the transfer to a personal account, you will be prompted to choose a consumer plan.

Step 7:

The University will still be responsible for charges and usage up until the date you take responsibility of the number.

Step 8:

Once completed, the monthly invoice will be forwarded to the address you provide directly from Bell.

Lost or stolen mobile device assistance

If you have a lost or stolen mobile device, follow these instructions:

Step 1

Immediately contact the IST Service desk through phone at 204-474-8600 or through chat.

Step 2

The Telephone Office will immediately suspend usage with Bell to prevent any unauthorized charges (You are responsible for any charges incurred until the Telephone Office is notified).

Step 3

The Telephone Office will contact Bell to have the lost or stolen device marked as stolen so that the device cannot be used with another carrier.

Step 4

The Telephone Office will determine if you are eligible within your existing Bell Mobility contract to upgrade your device at this time and any penalties that may apply.

Step 5

The Telephone Office will assist with either upgrading your device or obtaining a loaner or rental device for the remainder of your contract term.

Create an IT ticket to request assistance with purchasing new smartphones or accessories. Someone from the IST Service Desk will contact you to ask for more information and assist you.
