Angie Bruce
Biography
Dr. Angie Bruce is a proud Red River Métis woman deeply rooted in her home community of St. Laurent, Manitoba. As Vice-President (Indigenous) at the University of Manitoba, she brings visionary leadership and a lifelong commitment to advancing Indigenous self-determination, reconciliation, and nation-to-nation relationships.
Dr. Bruce holds [PhD/25] from Nipissing University with a focus on Indigenous Leadership and the Public Sector and a Master of Business Administration from the Asper School of Business at the University of Manitoba [MBA/09] . Her leadership is grounded in the values instilled by the strong maternal figures in her family—connection to land, community, culture, and spirit.
A transformative and collaborative leader, Dr. Bruce has worked across all levels of government and sectors—First Nations, Inuit, and Métis Nations and communities, federal and provincial governments, and the non-profit and private sectors. Her career is marked by a series of historic achievements that have reshaped the landscape of Indigenous policy and economic development in Canada.
As Assistant Deputy Minister of Natural Resources Canada's Nòkwewashk sector—the first federal department to be gifted its name by Indigenous Elders—Dr. Bruce led the expansion of the Indigenous Natural Resource Partnerships Program to $100 million and spearheaded Canada’s first international missions showcasing Indigenous-led natural resource partnerships. She also developed the department’s first Indigenous Research Ethics policy, transforming how federal scientists engage with Indigenous Nations.
One of her most groundbreaking accomplishments was advancing the creation of the first-ever Indigenous Loan Guarantee Program for the Government of Canada—a landmark initiative that has grown to a $10 billion fund. This program is a game-changer in enabling Indigenous communities to access capital and equity ownership in major projects, setting a new standard for economic reconciliation and Indigenous prosperity.
Previously, as Deputy Minister in Manitoba’s Indigenous and Northern Relations and Municipal Relations departments, Dr. Bruce oversaw the highest number of Treaty Land Entitlement land transfers in the province’s history. She has also held senior roles with the Legacy of Hope Foundation and the Aboriginal Healing Foundation, advancing healing and support for Residential School Survivors and their families.
At the University of Manitoba, Dr. Bruce continues to champion Indigenous excellence in research, policy, and programming. Her leadership is shaping a future where Indigenous knowledge, governance, and innovation are central to the University of Manitoba foundation.
