Research summary

Dr. Kelly’s program of research aims to shape Canadian health and social policy in ways that support older adults, people with disabilities, care workers and unpaid caregivers.

Her work is grounded in community-engaged approaches that bridge the social and health sciences, with contributions spanning health services, disability studies, gender studies, and gerontology. 

Dr. Kelly has expertise in three key areas: 

  1. Community-based health services and policy research (particularly home care, long-term care and the care workforce).
  2. Disability studies.
  3. Gender and intersectionality.

Her research has directly influenced policy and legal frameworks across Canada through government consultation, serving as an expert witness, and media engagement.

Biography

Dr. Christine Kelly is an associate professor in the College of Community and Global Health at the University of Manitoba, and a research affiliate with the Centre on Aging at the University of Manitoba.

Dr. Christine Kelly has expertise in home care services, workforce planning for health care aides, qualitative methods, disability studies, and aging. Dr. Kelly is internationally recognized for her research on directly-funded or self-managed home care programs. Based on her research reputation, Dr. Kelly worked as an expert witness and consultant on human rights cases related to home care services and disability supports and was awarded a contract by the World Health Organization to develop global policy guidance to strengthen the frontline care workforce.

Dr. Kelly’s research has been continually funded by the highly competitive grants from the Canadian Institutes of Health Research and the Social Sciences and Humanities Research Council of Canada. 

Dr. Kelly has published and presented widely, including a sole-authored book, edited collections, numerous journal articles, and reports. Dr. Kelly’s efforts have been recognized by an appointment with the National Seniors Council that advises the federal government in 2025 and a Falconer Emerging Researcher Rh Award in 2021.
