Policies & Processes for Recruitment of CRCs

INTERNAL CALL FOR CRCs
When CRC positions become available (through termination, non-renewal or CRC reallocation exercise), the Vice-President (Research and International) and Provost and Vice-President (Academic) issue a Call to deans and directors for CRC proposals. Deans and Directors share the internal call with their colleges and departments. See an example at: http://umanitoba.ca/research/media/CRC_Recruitment_Sample.pdf

Deans and Directors complete the UM CRC Proposal using the Form below and submit to VPRI by the deadline as noted in the call. http://www.umanitoba.ca/research/media/CRC_Proposal.docx.

Recommendations are made by a committee and submitted to the President’s Executive Team for approval and then communicated to deans and Directors.

POST-ALLOCATION PROCESS
For Units allocated a CRC position, please follow processes below for: A) Retention; B) Recruitment; and C) Advancement.

NOTE: This was the process used in the last Call on January 11, 2017. A new process is being developed in consultation with the deans/directors and associate deans (research)/research liaison officers, in response to the CRC Equity Diversity, and Inclusion Action Plan.

A.  Retention

1.

Form a search committee and review resources

Note that effective September, 2017, all members of CRC search committees MUST complete.
The Tri-agency Institutional Programs Secretariat’s (TIPS) unconscious bias training module that will be mandatory for TIPS’ governance and peer review committees. The module explains what unconscious bias is, outlines how it can affect the evaluation of applications, and suggests ways to mitigate the influence of unconscious bias).

4.

VPRIO and Provost and Vice-President (Academic) approval
Submit Candidate CV to VPRIO for approval. Deans/directors will be notified to proceed with nomination by specified CRC intake cycle.

5.

Letter of Offer
Prepare Set VI, VI.3 CRC Initial Offer (Retention) for signature by candidate. See template at: http://umanitoba.ca/admin/human_resources/service_centre/academic-letter-templates.html 

6.

Office of Research Services Coordination
ORS provides information and internal timelines to candidate/deans/adrs/department heads and works with them and Research Facilitator (as appropriate) on Nomination development.

7.

Decision by CRC/Notification to Candidate
If Nomination is successful, prepare Set VI, VI.5 CRC Final Confirmation of Award to send to candidate. See template at: http://umanitoba.ca/admin/human_resources/service_centre/academic-letter-templates.html

B.  Recruitment

1.

Request a position number
  Complete Request to Fill form: http://umanitoba.ca/admin/human_resources/service_centre/request-to-fill-academic-position.html. Forward to Provost for approval. Two position numbers are assigned: one for CRC chair and one for professorial appointment. 

2.

C.  Advancement
The chairs, within 2 years of completing their term, are assessed by their deans/directors and are submitted as an Advancement in response to the Call.  If approved by the President’s Executive Team, follow Steps A) 5-7 above.
