Presidential Review Committee Terms of Reference

Terms of Reference

  1. To review the President's performance based on the following criteria:
    1. As identified in the 2019 Presidential Search Process:
      1. Leadership
      2. Indigenous Engagement and Reconciliation
      3. External Relations
      4. Governance
    2. Progress in relation to the President's annual Board-approved priorities for 2020, 2021, 2022, and 2023.
    3. The President's leadership of the University through the pandemic.
  2. To invite the President to meet with the Committee, to provide a written self-assessment of their performance based on the criteria, and to provide a statement of their vision for the next term.
  3. To conduct the review confidentially.  In this regard, all members of the Committee and staff involved in the process shall sign confidentiality agreements.
  4. To solicit informed feedback from members of the Board of Governors and Senate, members of the University Community and any other members of the broader community the Committee deems necessary.
  5. To consider the results of 360-degree reviews with those who report to the President, as contemplated in The Procedure for the Annual Performance Review of the President.
  6. To consider the results of interviews of the Vice-Presidents by an external consultant, seeking specific feedback on the criteria outlined in 1.1, 1.2, and 1.3 above
  7. To consider all of the submissions received and report to the Board of Governors with a recommendation on an extension of the President's term.
  8. To report to the Board of Governors by the March 19, 2024 meeting.

Consultations

The process should include an invitation to members of the Board and Senate to provide written submissions to the Committee, assessing the President’s performance based on the criteria established for the review. The Committee will also likely identify others in the community, business and government whose input the Committee wishes to invite.

In its early meetings, the Committee may identify others who they wish to consult.  Examples of this might include former Board Chairs or Chancellors during the term of the President and employee groups.

Timing

The review process will begin in December 2023 and be concluded at the latest by the March 19, 2024 Board meeting. This will allow adequate time for the Committee to do its work, while ensuring that, if it were necessary, a full search could occur in time for a July 1, 2025 start date.   

Form of Recommendation to the Board

The Committee’s recommendation to the Board will be in the form of a report outlining the process undertaken in the review, a summary of the information considered by the Committee, a summary of the Committee’s assessment of the President, and a recommendation on the re-appointment of the President.  The HRCC will then meet to consider the length of term to recommend to the Board and to negotiate the terms of a further term with the President.

Provide Feedback

All members of the University Community are invited to provide feedback to the Commitee. We are specifically seeking input on President Benarroch's performance and leadership including:

  1. Observations and examples of President Benarroch's performance in the four broad areas identified in the 2019 Presidential Search Criteria:
    • Leadership
    • Indigenous Engagement and Reconciliation 
    • External Engagement
    • Governance
       
  2. Observations and examples of President Benarroch's leadership of the University through the pandemic.
     
  3. Opportunities and challenges the UM President will face over the next five years, and your assessment of President Benarroch's ability to lead during this period.

Submissions must be signed - please note your submission and identity will be confidential and only known to members of the Presidential Review Commitee.
