Title: Joint Senate/Board of Governors Committees

Administrative History: In 1909 the Royal Commission
on University Government recommended that the University Council
be decreased in size and assume the sole duty of academic regulation.
The adoption of those recommendations laid the foundation for the
creation of the University Senate. However, it was not until 1936,
when the Royal Commission on the Impairment of University of Manitoba
Endowment Funds recommended that the University Council be dissolved
and be replaced with a more representative body, that the Senate
was established. The University of Manitoba Act of 1968 granted
Senate the power to elect members to the Board of Governors. In
1970 the Board of Governors and Senate, long separated, were integrated
on administrative and academic matters. The Board of Governors was
created in 1917 following a recommendation by the Royal Commission
on University Government. The new Board's mandate included responsibilities
to the control and administration of University lands, investments,
appointments, and limits of instruction. The University's top administrative
officials were represented on the Board and were not to have direct
ties to either the colleges or the Provincial Government. The Board
of Governors and University Senate from time to time form joint
committees made up of members from both administrative bodies to
examine different issues pertaining to the University of Manitoba.
Custodial History: The fonds was created on March
8, 2002 to capture all joint committee records of the Board of Governors
and University Senate. Previously, joint committee records had been
stored as separate fonds; however, since March 2002 joint committee
records are stored as series within this fonds (UA SC 44-45).
Scope and Content: The fonds consists of the records
of various joint committees of the University of Manitoba Board
of Governors and the University Senate.
