From the analysis of the UFPB survey, this study has determined that the most expedient way to confront many of the community's problems is through community organization and development. Rather than waiting for the municipal authorities or the occasional rewards offered in exchange for votes during election campaigns, we suggest that the mobilization of residents toward community projects will provide more immediate benefits, and greater improvements over time. The purpose of the information and suggestions which this study offers are not intended to serve as a blueprint dictating precisely how Cachoeira should organize to address its problems. Instead it is our purpose and hope that this report will serve as a basis for consciousness-raising within the favelados, and thereby provide a mechanism for discussion leading to action-oriented initiatives essential for empowerment. Based on the needs and aspirations indicated from the survey it is clear that the favela of Cachoeira has a variety of challenges regarding mobilization, education and health, employment, infrastructure, and land tenure.
Larger community projects may require greater expertise as well as the mobilization of technical financial resources. This is where governmental and non-governmental agencies can contribute. However, as a prerequisite to any community partnership, the process of community mobilization must be in place. This will ensure a sense of "ownership" and "community control" when the favelados sit down with external agencies to plan and implement community projects.
While this document is intended first and foremost for the residents of Cachoeira, it is also intended for the Universidade Federal de Paraiba and the municipal authorities of Campina Grande. It is hoped that such external agencies be willing to provide the support to facilitate the development of Cachoeira in a manner that promotes the self-determination of the favelados. In taking on such a task however it is also hoped that the ideals of empowerment, sustainable development, equity, social justice, local knowledge, mutual learning, and participatory democracy be respected. It is our sincere belief that respect for the ideals of "bottom-up" organization, will be instrumental in designing creative solutions which are deemed attainable and sustainable by the community of Cachoeira.
