
Access & Privacy Coordinator's Office
The Access & Privacy Coordinator's Office, or the FIPPA Office, is responsible for ensuring that the University of Manitoba maintains compliance with FIPPA and PHIA. These acts, proclaimed respectively in December 1997 and May 1998 were formally accepted by the University Board of Governors on March 27, 2001. Policy 216 sets out how the University will oblige these two legislations.
FIPPA and PHIA apply to all records in the custody or under the control of the University. A "record" means a record of information that is written, photographed, recorded or stored in any manner, on any storage medium or by any means including by graphic, electronic or mechanical means, but does not include electronic software or any mechanism that produces records. Under FIPPA and PHIA records are subject to specific guidelines that must be adhered to. These guidelines include proper management and protection of student and staff records; availability of records when asked for in an access request; and limitation of collection, use and disclosure of personal information.
Some of the services the FIPPA Office provides to the University community:
- Responding to questions related to FIPPA or PHIA
- A records management program that promotes efficiency and accountability
- Helping the University comply with privacy legislation by providing policies and procedures
- Providing guidance for developing FIPPA and PHIA friendly forms to collect personal information
- FIPPA training sessions for new administrators
- Facilitating PHIA presentations for students and staff working in health-related areas
- Providing statements of purpose for University offices that need to collect personal information
